Consider renaming to test262-sync #64

We've been working on results collection in test262-results. I imagine we will also want to create automation for running that results collection... would it be okay to rename this project to be called test262-sync, test262-sync-automation, or test262-sync-tools, or even sync-tools if we think these the patterns and resolvers in this project could be useful for web-platform-tests, or other future shared test material projects?

"sync" could be misinterpreted to mean that both directions are "synced", what about "test262-upstreamer"?
