Windows CI #13

Generate Windows MSI packages using CI, not just Debian/RPM.

e23075c542b658085f09dd10e712dd3c72773c4e fixes this with v0.2.2 although the packages contain many unneeded DLL-s, could probably filter some out and reduce installation size
