Upgrade to PS 0.14 #74

Point spago to 0.14 package set. Update bower dependencies and remove reliance on purescript-test-unit in bower.

was a bit of a fight (did not realize you intentionally had removed the test-unit because it breaks with bower) but it should be online as 12.0.1 (https://pursuit.purescript.org/packages/purescript-signal/12.0.1) - thank you again

Yes - sorry about that - I should have explained more. I wasn't sure what to do. It's awkward when everything works with package-sets but fails with bower. The library built with bower and I assumed that you would only use spago for the tests.
