Add ARKs (Intellectual Entity and Catalogue Record). #742

Each changed file gains 2 extra elements. These are appended to the existing sequence of elements under . One has a 'type' attribute value of 'crArk' (Catalogue Record ARK). The other has a 'type' attribute value of 'ieArk' (Intellectual Entity ARK). In both cases the text content of the element is an ARK.

Do we need to add a new schema rule that makes it essential for each file to have both arks in the same format as added here - and @andrew-morrison is this something you would be able to do?
