@infovore I think this is more or less the way the page works, but let's make sure, together.
I put together a quick explanation of the varying states of the "Stats" box, to cover why it looks like it does:

All collections pages should be laid out as follows:
[collection title] [existing copy is fine]
[x] is ok
STATS [number] things [%] have metadata online and you can access it here [number] or [%] have a digitised version
Comment from @george08, 12 Dec 2016: The implementation is quite a bit more complex that this. There are a bunch different permutations based on conditional availability of metadata. We're doing what we can, and trying to make it clear.
