Autoscroll feature #58

I reorganized the structure of the code a bit in preparation of the new features.

I prioritized the auto-scroll capability. Boformer can you test, merge and update?

This fixes cpt_nosh problem :

In my euphoria, I run into a problem though. Now that I have quite a lot of themes, I can't scroll down in the themes menue. So if I choose a new district I can't tick the "Activate Themes for this district anymore since it's too far down and I can't scroll.

scrolling works great! Nice that the checkboxes/button are always visible!
