[PULL REQ] Add Issue Templates #55

While viewing through the issues here, I noticed some of them not having enough information and some not being understandable enough to immediately figure out a solution.

So I have added Issue Templates, one for Bug Reports and one for Feature Request.

I hope it will simplify the issues tab from now on.
