43-wqy-zenhei-sharp.conf doesn't honor fontconfig guidelines #173

43-wqy-zenhei-sharp.conf that is a generic->family mapping has a priority in the range of a family->generic configuration.

This has the effect to give the <prefer>ed fonts of 43-wqy-zenhei-sharp.conf a higher priority than what is defined in 51-local.conf.
