Validate BioProject IDs and Co. before fetching associated Run IDs #127

As a plugin developer, I want the aggregated IDs (such as BioProject ID and Study ID) to be validated before fetching the corresponding run IDs in a conduit pipeline, similar to validating run IDs before fetching associated metadata here.
