adds a new GenomeData type: GenomeData[Loci] to work with per-genome GFF files containing information about features found in respective genomes
adds new GFF3Format format introducing validation of GFF3 files
adds tests, where appropriate

Note to self: clean up and merge after #22.

Closes #5.
