I have tried everything at this point, fresh install, deleting my separate installs, I have -3dfx in the target field of my shortcut, the game acknowledges my cfg file and the framerate is higher in game. But the resolution fix just refuses to work even if I edit that field manually in the config file, has anyone else experienced this and know of a possible workaround or fix?

Solution: your VCredist has been wiped clean, you need to reinstall it using this link provided in the README.md of this mod. FIXED! https://aka.ms/vs/16/release/vc_redist.x86.exe
