Add Pay support to test harness

Add Pay to the list of supported operations.

[x] Update the Pay operation to include an amount (maybe also update Establish to include an amount).
[x] Call Pay when executing a test
[x] Update expected outcome to include the current channel balances
[x] Verify channel balances after an operation completes
