Add mutual close operation to test harness.

[x] Call mutual close functionality when executing test

We may also want to add verification that the closing balances match the expected protocol behavior:

[x] Add optional closing balances to expected outcome
[x] Add closing balances to PublicChannelDetails for each party
[x] Add closing balance verification after each test
