Dockerize and CI #7

This PR includes:

  1. A set of Dockerfiles and scripts for generating an image with vulndb app and data.
  2. A Github action to automatically create or update the image.
  3. Some other neede pieces.

If anyone has experience with pushing images to ghcr from a workflow - it would be a needed modification (so we can publsh an image as bom-squad).
