Bump minimum cmake version to 2.8.12 to satisfy latest cmake #273

I wonder what is the point of when using versioning if basically even minor versions are being forcibly deprecated. Like how dare you using an older version of this orogram that has been working for you until now!

Anyways that's a complaint against CMake.
