Also show new plugins message whenever a new plugin source gets added #157

we currently show this message only at the game's startup (when this setting is enabled in plugin manager's settings) when there are new plugins available in the already added sources. it'll be nice to also show this message whenever a new 3rd party source gets added to plugin manager.
