Switch to json for changelogs #246

It would be helpful to use json format for changelogs as we can easily integrate it with other scripts. More specifically we can use it to get the changes for making a release with github actions we can then even update CHANGELOG.md from the json if necessary

or we could use commit messages for changes and that can be easily implemented with https://github.com/semantic-release/semantic-release or we could just make a link to CHANGELOGS.md
