Expm Optimization #28

These modifications will substantially reduce the computation time for the GetExpQt method

Benchmarks were conducted using the GrahamDB/testing_selac@f381d2cbdbc652ec8c72344dca06f7e5a1e048b0 Rstudio project.

I just checked the diffs between bomeara/master and GrahamDB/expm_hardcode; the HMM speed up code is included in #28. No need to merge in anything else. -Graham
