Why

A mechanism to push built docker images to BonFHIR GHCR

What was done

[x] auto VERSION bump script
[x] refined build script with auto image tagging
[x] Manual dispatch GH workflow to Bump VERSION, Build Docker image and push to ghcr/bonfhir/terminology-server

the workflow is yet to be tested, will loop on this after merge
