H264TrackImpl throws exception with NAL padding bytes

What steps will reproduce the problem?
1. Launch TestMP4Maker

What is the expected output? What do you see instead?
Expect construction of H264TrackImpl not to throw exception.

What version of the product are you using? On what operating system?
Trunk (r856), Windows 7, Launch from Eclipse
video.avc generated on Motorola Xoom using MediaCodec API.

Please provide any additional information below.
