Display Job position Table to all users

What steps will reproduce the problem?
1./Setup System/ Manage position/ Position Tab
2.
3.

What is the expected output?
1. The columns "Position Title" and "Position Code" in the positions table 
should be available to all users.

2. Navigating to /Manage People/ People Management/New Person Tab,
The field "Position"  should display a dropdown of "Position Titles" instead of 
"position Codes" of all the available position for that facility  

What do you see instead?
1. Only users with administrative privileges have access to the position 
summary table.

2.
The field "Position" displays a dropdown of position codes only

Hi Tony,

We have debated this before. A Position is not a JOB Title. A position is 
unique to a facility and if we make Titles in the drop down, we shall have 
titles like Nurse, Nurse, Nurse etc and hard to see. The solution we suggested 
last time was to put the code as 000-Nurse rather than 0001, that way we 
maintain code uniqueness
