Job Positions Appearing In Newly Added Facilities #156

What steps will reproduce the problem?
1.Manage People/People management/ Click on "New person" tab
2.Fill in the fields for the person demographics form
3.In the Facility field select a newly added facility e.g. Umzi Welhempa or 
Umthatha Women's Support Centre  

What is the expected output? 
The next field; Position should have a drop down list of job positions 
available for the selected facility 
What do you see instead?
No job positions appear
