Missing Course status and course target group tabs #167

What steps will reproduce the problem?
1.Log in as manager
2.Manage training/ manage courses/ add courses
3.

What is the expected output?
The "course status" and "Select Course target group " drop-downs are supposed 
to be populated 

 What do you see instead?
The "course status" and "Select Course target group " drop-downs are not 
populated
