Note: We should create a pull request template too.

Add mention that Features section should be "steps to reproduce" section for bug reports.

It might be a good idea to format this instead as a checklist that ensures issues follow guidelines set up in our CONTRIBUTING file ( #6). We should probably have that document prepared before working on this. Then again. These formats are easily changeable and a draft this early isn't bad. It's certainly better than nothing.

If we do merge this, we should open a new issue to improve it in the future after our contributing file is added. Or perhaps add the compliance of this file to that issue's checklist.
