ci: fix wrong action version in commit-message-check-format.yml #699

There is no v4 version at the moment, as this version was mistakenly defined instead of v3.

ℹ️ the commit-message-check-format.yml workflow execution fails because of the issue. This is the workflow from the base branch (master) that includes the wrong version which is currently used.

Error: Unable to resolve action `bonitasoft/actions@v4`, unable to find version `v4`

The execution will succeed when this PR is merged.
