[Bug]: End Island Endermen don't spawn if BetterEnd is installed

Bug Description

When BetterEnd by quiqueck is installed, the End Island Endermen simply do not spawn. From extensive exploration around the various End Island biomes (both vanilla (semi-vanilla, they are enhanced by BE, but still use the vanilla biome names/tags) and BE biomes), the lack of End Island Endermen spawning seems total -- I haven't spotted a single one.

How to Reproduce?

1. Install BetterEnd by quiqueck (v4.0.11) alongside Enderman Overhaul.
2. Create/generate a world/server and travel to the End Islands (in Creative Mode, preferably).
3. Fly around for a while, ideally over several different biomes, if not all available biomes, and look for End Island Endermen.

Expected Behavior

To see at least some End Island Endermen. They are uncommon, but they appear entirely absent in this case.

I'd like to second this, but with Quilt as the mod loader, and "Ender Dragon Fight Remastered" as the mod most likely to be causing the lack of End/End Island Endermen.
