Add a "pulse" post about gamification #19

The "regulars" boards on cpan.io are just a tiny part of what gaming CPAN could be.

We should explain the goal and ways to achieve it in a manifesto of some sort.

possibly, but not likely any time soon -- too much other perl stuff going on right now, with PRC and QAH.
