New board: once-an-hour on CPAN Day

This year, CPAN Day was a day with many more uploads than usual.

We could create a once-an-hour board that would only be checked on CPAN Day.

There are two branches for this:

• book/board/once-a/hour-cpanday for showing an hourly board only run on CPAN Day
• book/board/once-a/hour for showing an hourly board, running at all times

I doubt that anyone will actually go to the trouble of actually setting up a cronjob to uselessly update some release just to ensure they win the contest.

There are some ways to prevent that:

• do not compute a "current" board, i.e. only show broken chains, and possible some time in the past (a month, a week, whatever)
• if we run into problematic behaviour, actually blacklist some authors, explicitely marking them as cheats

Or drop the once-a/hour boards entirely.

As #30 showed, we don't want to encourage silly behaviour by putting up silly boards.
