New board: historical yearly once-a boards #3

Instead of the long-running "current" once-a contests, we could also compute the data for yearly once-a boards, where the contest would run from the first bin to the last bin of any given year.

Will have to make sure that people don't get surprised by the fact that releases on the 1st January will in some years be counted as belonging to the last week of the year before.

Even with the current simple boards, I've had a few emails from people, so we're gonna have to be very clear on what gets counted where.

This can probably be fixed by giving the definition of a "week" in the weekly contest main page.

By the way, I've pushed the code that generates the yearly boards: 53ce4c88cdce34c4cf7ddd8d4fe5f1f7a3d22517

The leader board for the contest running for the current year is also listed in the main page for each category. Interestingly, the once-a-day board for today has the same user shown with three different score: the current chain is shorter than the longuest chain from 2014, which itself is shorter than the longuest chain from the all-time contest.
