remove calculating new distributions per week, as per changes made on neilb's board #30

(I'm not sure if I did this right)

@neilbowers, @shadowcat-mst and I had a discussion a few weeks ago about the "new distributions" boards and decided that it wasn't a good idea to encourage uploading a new distribution every week; Neil then removed the tracking of that metric. These commits reflect the same changes here.

Please please please please please, "new distributions" is an awful thing to incentivise in a lot of ways.

I understand the wish to not incentivise "new distributions" with short frequency. However the "top" boards are anonymized, so I don't think they cause any trouble.

So I've applied @karenetheridge's patches, and reinstated the anonymized "top" boards.
