Are you using CPANio locally somewhere?

You mean running a local instance of CPAN.io in an intranet or whatever for my needs or my company ? The answer is no

But I set up a local instance in a Ubuntu 18.04.2 virtual machine hence perl 5.26.1 (then tested it on another fresh Ubuntu 18.04.2 VM).

This is a first contribution, I started with the setup (and the issue https://github.com/book/CPANio/issues/20), the idea is to possibly contribute again, I see some issues that I'm capable of fixing.
