Summarize conditions for Installation and Traffic targets #289

This is a follow up to abe579053d1a86786ccaa1a88e13fb53b8ef8c03, applying the same summarization strategy we did for the CapacityTargets.

This also updates the Release CRD to show the reason for an incomplete step in the strategy.
