Area bar with filters #38

Follow-up of https://github.com/boolder-org/boolder-android/issues/37

Under the area bar, we want to display some filters:

grade filter (moved from the main screen)
circuit filter
popular filter

This UI is interesting because:

the filters don't appear when zoom level is low (example: when user starts the app), which makes the UI less cluttered
we're able to display only the circuits of the currently selected area (and not the full list of existing circuits)
