Download new photos when an area is updated #40

Offline mode currently works like this:

check the local database to get the list of all the problems and photos for a given area
download all the photos

The issue is that when we add new problems and photos, the user won't have them stored in their cache.

Solution:

regularly check if all the photos have been downloaded (by going through the list with the new local database)
think of a UI to make this automatically, or ask the user
