Define list of VSCode Extensions and setup we recommend

A few students have been using VSCode extensions that have caused formatting issues making code difficult to edit. This has caused symptoms such as

• A sea of red squigglies in code
• Double formatting when multiple formatters are enabled
• Missing formatting when project not initialised correctly with npm install

Some of the fixes can be put into the development setup guide and some need to be added to the exercise repos

Fixes List

• List of extensions - this is JS focused
  • ESLint
  • Prettier
  • TODO Highlight (generally useful)
• Ensuring that each repo has the correct setup for ESLint
  • package.json with all the required dev packages - including new @boolean-uk/boolean-prettier-config
  • .eslintrc.js
  • ood-gilded-rose-challenge repo has a good setup I think
• Ensure npm install has been run
• npm test as an alternative to npx jasmine
