When a user updates their handle we need to ensure data consistency.

handles should never be used throughout as the primary identifier but as a reference only from URL
primary id should be User id in db
We need to switch any queries that link content to users to their UserId if any
All handles need to be a UUID - so [@]Name should be the same as [@]name
