Disabled Scheduled Jobs affect all of a workflows Scheduled jobs #333

When disabling a specific job it creates an entry in the paused_trigger_groups quartz collection however this uses the keyGroup which in our implementation is at the workflow level.

This cannot be used for the disabling of an individual job

Bumping to 3.9
