Update to spring boot 2.6.6 for workflow, controller, and listener services.

Hi @amhudson i think this may have to be tagged for Flow 3.9.0 as 3.8.0 is already closed and upgrading will require a certain amount of regression. What do you think?

Also @amhudson do the other libraries need to be updated too? This is what was done for Workflow
