Scaffold - Refactor and consolidate Error Handling across services #375

The current microservices all handle errors slightly differently with various versions of the error handling code. We need to consolidate this, as well as ensuring that if its in relation to a TaskRun or WorkflowRun that we are storing the updated RunError
