Engine - Enhance with the Team, System, Global parameters for Parameter resolution #387

Further investigation needed on how to implement this.

Few possible options:

  1. Add a call in the ParameterManagerImpl to get the various parameters in other layers to build out the layers at resolution time
  2. Resolve them in the Workflow service prior to calling the engine
