Implementation of Rider ID device communication for the ESP32 based iBeacon rider identification.

The scaffold was already set up in issue #10, now implementation of rider ID unit interface is to be written:

Establish communication
Keepalive every 1000ms, unless a message is received during that time
Allow adding and removing of known beacons
Define conditions to consider rider 'in range' (have configurable detection range?)
