[FEAT] Add Weighted Box Fusion implementation

Background

• It receives one or more file paths as arguments and saves them according to the csv submission file format after WBF ensemble.

• [x] Read csv files and apply WBF ensemble
• [x] Transform the WBF results into a CSV file that fits the submission format and save it.

I plan to update it so that iou and thresh are received and processed as arguments using argparse.
