Policies: provide more #29

At the moment it is only possible to add a block policy on a source, i.e. we can momentary disable it. We need more! (logic & endpoint)

(target is the connection target address, id a source identifier)

[x] "sticky": always give connection to target to the same id
[x] "reserved": reserve id only for connections to target
[x] "avoid": avoid giving connection to target to id
