Network interface listener

Create an entity that provides to the balancer the list of available network interfaces. This entity should be able to:

• [x] Detect network interface disconnection
• [x] Detect network interface connection
• [x] Inform balancer about this changes

Provide also a way to establish wether a network interface is actually capable of providing a network connection.
