Requesting admin access to the parameter library #101

I am requesting admin access to the parameter library. Nobody appears to be maintaining the library any more and there are a number of PRs as well as a number of changes that have been made on 'develop' that have never been merged to 'master'. The library does not need any major changes but it does need some maintenance.
