Request push access to the iostreams library #119

I am requesting push access to the iostreams library. Besides helping out with longstanding PR issues I want to be able to push a solution on the develop branch for the _FPOSOFF problem in VC++, since Microsoft wants to remove this internal detail for VC++14 on up.

I added @eldiener, @swatanabe, and @turkanis as collaborators. (@swatanabe and @turkanis were in the iostreams team before). You all have write access. who should have admin access?

What is the difference between write access and admin access ?

Jonathan Turkanis is the original developer so he should probably have admin access. But if he is not active anymore I am fine if Steven Watanabe has admin access.

Admins can add collaborators.
