Remove TR1 #123

TR1 has been deprecated for a while, we keep talking about removing it from the repro but never do anything about it: I've just removed the last trace of testing TR1 macros from Boost.Config (which was the last actual usage), so it's time to remove the library from Boost.

RIP TR1.

TR1 should be removed from archive distributions, but the repository on github should stay.

To be clear - by "remove", I mean removed from the Boost super-project, as you say the actual repository can stay where it is.
