Requesting Maintainer status for Boost.Format #138

I emailed the mailing list about it, had one endorsement, and was given write access in order to push changes that pass CI and code review. However, a decision hasn't been made (I don't know how these decisions are made), and there are some things I cannot do like set up appveyor, or set the milestone in boost trac for older resolved issues. Further, I closed a couple defects in the backlog as "wontfix" as they are C++ standards issues and not Boost.Format concerns, then realized I don't really have the authority to do this yet!

So I thought I would put something here to finalize a decision by whatever means needs to happen. Thanks again.

I upgraded your access to Format from Write to Admin, so that you can set up Appveyor. Can't do anything about Trac though.

I have enabled builds in Appveyor for the project and now I am waiting for trac access. Thanks.

Is the general procedure for getting things into master that you want to give things on develop a week or so to run in the regression matrix before promoting them to master?

Just wanted to circle back around and mention I added myself to the maintainers list in the library and updated the CMT, removing Format from the list. None of this was "as official" as the first time around for uuid, so I want to be very vocal about it in case anyone has an objection, since the process stalled.

On a positive note, the format backlog is pretty clean and got a little refresh today.
