Rewritten version of publish_release #25

Rewrite publish_release.sh in python, adding support for beta releases as well as final ones.

Note: I tested this by creating a few new releases and then deleting them. Things like '1_77_0_b23_rc47' and '1_77_0_rc14', etc.
