Correct reference to windows doc generation script #36

When github actions last ran, three months ago, it passed. All green. Today it's failing. Maybe a gem (css_parser) needs to be pinned to a specific version.

Just merged another small change. The issue was asciidoctor-pdf, which isn't part of the main release bundle, but is used by at least one library, sometimes.

Pinned certain ruby gems. Now Linux and Windows are building in GHA. Good.

MacOS is hitting a Sphinx bug. Sphinx is primary motivation for getting everything upgraded.
